MANAGER FOR JUDICIAL CASES ARCHIVE DIGITIZATION
Millennium DPI Partner, LLC, an international consulting company based in USA, implements the Open Justice Project in the Republic of Moldova. The purpose of the Project is to provide technical assistance in Moldova to strengthen the institutional capacity, transparency and accountability of key justice sector institutions in order to guarantee the independence and increase the effectiveness and professionalism of the Moldovan judiciary system.
As part of the efforts in modernizing Moldovan courts and increasing transparency, accountability and access to justice in Moldova, Open Justice Project intends to support the development of a digital archive of the Chisinau District Court by digitizing the existing paper-based archive of the court decisions for the period 1973-2009.
Therefore, Open Justice Project is inviting qualified national professionals to submit their applications for the position of Digitization Manager.
The tasks, responsibilities and qualifications of the Digitization Manager are listed below.
Tasks and Responsibilities:
Coordinate, manage and contribute to the implementation of Judicial Cases Archive Digitization Project activities;
Supervise archive digitization services provider and contract execution to ensure that products and services are delivered within the set timeframes, conditions, quality criteria and budget;
Serve as liaison between Open Justice Project, digitization services provider and the Superior Council of Magistracy (SCM), Chisinau District Court, Agency for Court Administration (ACA), and Ministry of Justice (MoJ) to help organize and successfully implement the Judicial Cases Archive Digitization Process;
Draft reports and recommendations on the implementation of the Judicial Cases Archive Digitization Project activities and attend meetings, and on-site-visits as required for the effective management and implementation of the Project.
Qualifications:
University degree in areas such as management, computer sciences, software engineering, telecommunications or related;
Familiarity with the activity of Moldovan courts and automated case management system used by Moldovan courts would be an asset;
Strong analytical skills;
Excellent communication skills, written and spoken, in Romanian and English. Knowledge of Russian is desirable;
Excellent time-, team-, meeting- and conflict- management skills;
Strong self-organization and planning skills;
Autonomy and ability to work with minimum supervision.
